Dia 05 de março de 2010: essa é a data prevista para instalação do Conselho Municipal de Direitos das Pessoas LGBTs. A data foi aprovado ontem durante reunião entre entidades de defesa de LGBTs com a Secretária da SEMTCAS, Graça Amorim.O Matizes reivindicou que a solenidade de posse dos integrantes do Conselho conte com a presença do Prefeito Sílvio Mendes. A Secretária Graça Amorim aprovou a reivindicação e ficou de contactar o cerimonial para agendar a data.
Durante o Encontro foi também discutida e aprovada a minuta do Projeto de Lei que cria o Conselho. Ainda hoje a SEMTCAS encaminhará a minuta ao Gabinete do Prefeito Sílvio Mendes, para posterior envio à Câmara Municipal de Teresina.
O art. 1º da minuta de Projeto estabelece 07 atribuições para o Conselho, dentre elas "assessorar e acompanhar a implementação de políticas públicas de interesse das pessoas LGBTs".
Atendendo sugestão do Grupo Matizes e da Liga Brasileira de Lésbicas - LBL a minuta prevê que o Conselho terá também caráter deliberativo (a proposta inicial previa somente caráter consultivo). Outra proposta do Matizes e da LBL era que o Conselho tivesse em sua composição mais representantes da sociedade civil organizada do que do Poder Público, mas essa proposição esbarrou em uma questão legal: o § 2º do art. 128 da Lei Orgânica do Município de Teresina, que estabelece composição paritária.
Marinalva Santana, militante do Matizes e da LBL, avaliou como extremamente positiva a reunião de hoje e se mostrou animada com a criação do Conselho: "A construção desse Conselho está se dando de forma democrática, o poder público está ouvindo a sociedade civil e já acatou muitas sugestões apresentadas por nós. Isso é um bom começo", pontua Marinalva.
No final da reunião, os militantes das entidades LGBTs presentes foram com a Secretária Graça Amorim conhecer a sala que abrigará o Conselho. O local passa por uma reforma para as adaptações necessária, inclusive com relação à acessibilidade.
